Job Summary : The Manager of Employment Service is a leader in the development, evaluation and integration of labour market readiness content and activities through the Immigrants Working Centre’s range of services. The Manager of Employment Services supervises IWC’s employment services team assuring that services are well coordinated, efficient, relevant, and effectively support labour market integration for Hamilton’s newcomers to Canada.

Required qualifications :

  • Post-secondary degree in Business, Public Relations, Human Resources, Social Services, or similar field of study, combined with equivalent work experience.
  • Minimum 2 years’ experience as a manager, with demonstrated knowledge of principles, policies and practices of management for the not-for-profit Management in a unionized environment is an asset.
  • A minimum of 5 years’ experience in some or all aspects of career development, employment counselling, recruitment and job development.
  • Comprehensive knowledge of local labour market trends and needs.
  • Strong understanding of the settlement process, barriers to settlement and social and economic participation faced by newcomers to Canada.
  • Awareness of cultural diversity & sensitivity, anti-racism and anti-oppression theory and practice.
  • Valid Ontario driver’s license and access to a vehicle
  • Experience in the following is an asset: research, monitoring and evaluation, and successful grant/fundraising proposal writing is an asset

Duties and Responsibilities :

  • Oversee the range of employment services delivered by IWC, ensuring the following:

  • Effectiveness, responsiveness and efficiency of services

  • A high level of quality service delivery, especially individualized, supportive, client-centred service

  • That all contractual requirements from the funder(s) are met

  • That adequate administrative controls and procedures are in place

  • Lead and supervise the Employment Services team with the following objectives:

  • Motivating staff to excellence through development, support and example

  • Building and maintaining staff collaboration towards meeting the individual needs of clients

  • Effectively assigning work and roles for program activities to assure clients' needs are met

  • Identifying and supporting professional development opportunities for team members

  • Lead program development and evaluation for established and emerging Employment Services activities by:

  • Identifying trends, gaps and opportunities for new or enhanced programming

  • Conducting research and needs assessment to inform program development, supporting the development of funding proposals as required

  • Identifying opportunities for collaboration with stakeholders in the private and public sectors

  • Plan and implement evaluation strategies for the program as required

  • Meet reporting requirements of the organization and funders, as follows:

  • Ensure that Employment Services staff are meeting all requirements associated with tracking program services and activities

  • Regularly review and revise, as required, data tracking systems and activities to assure that comprehensive, relevant program statistics are maintained.

  • Compile and support quarterly and annual reporting activities as required.

  • Perform duties associated with community and stakeholder engagement, including:

  • Represent IWC at meetings, forums networks and planning tables

  • Develop connections with local employers in order to increase employment opportunities for newcomers.

  • Engage the Communications Team in promoting Employment Services program activities; support the development of promotional materials and online content.
